Annual Board of Directors Meeting
Thursday, April 6, 2017 - 7:00 P.M.

MINUTES


I. CALL MEETING TO ORDER

The meeting was called to order at 7:04 p.m. by President Carrie Park.

Present:
Carrie Park, President
Louis Sacco, Vice President
Ann Van Steenhuyse, Treasurer
Rick Pinto, Secretary
Linda Russo, Director

Elizabeth Czarny, ABC Property Managers, was also present for this meeting.
Eleven (11) residents were also present for this meeting.



II. HOMEOWNER FORUM

Two representatives from the Schaumburg Police Department were present and provided a Neighborhood Watch presentation with tips on Neihborhood safety and answered numerous questions.  The Board is interest in implementing a Neighborhood Watch Program and will work with the Schaumburg Police Department.


III. APPROVAL OF MINUTES

Motion by Ann Van Steenhuyse, seconded by Linda Russo, to approve the minutes of March 2, 2017 as submitted. Voice vote taken.  All ayes. Motion carried.


IV. MANAGEMENT REPORT - Elizabeth Czarny

Financial Report - Elizabeth reported that as of March 31, 2017, there is a total of $371,970.01 in the business and checking accounts.

Delinquent Assessments - As of March 31, 2017 accounts are delinquent in the following amounts:

30 days delinquent: $305.00
60 days delinquent: $3,934.70
at the attorney: $0.

Total delinquencies: $4,239.70

Ownership Changes:

1104 Regency Drive sold on March 1, 2017 for $167,000.00.
1160 Regency Drive sold on March 17, 2017 for $180,000.00.


V. NEW BUSINESS

Landscape Proposals

Motion by Louis Sacco, seconded by Linda Russo, to approve proposal from Sebert Landscaping to install summer annuals in the amount of $1,268.  Voice vote taken.  All ayes.  Motion carried.

Motion by Louis Sacco, seconds by Carrie Park, to approve proposal from Sebert Landscaping to provide spring core aeration in the amount of $960.  Voice vote taken.  All ayes.  Motion carried.

Motion by Linda Russo, seconded by Louis Sacco, to approve proposal from Sebert Landscaping for grub control in the amount of $1,150.  Voice vote taken.  All ayes.  Motion carried.

Motion by Louis Sacco, seconded by Linda Russo, to approve proposal from Sebert Landscaping for fall core aeration in the amount of $960.  Voice vote taken.  All ayes.  Motion carried.

Motion by Linda Russo, seconded by Louis Sacco, to approve proposal from Sebert Landscaping for crabgrass control in the amount of $459.  Voice vote taken.  All ayes.  Motion carried.

Motion by Louis Sacco, seconded by Linda Russo, to approve propsal from Sebert Landscaping for topsoil and seeding to specific addresses listed on proposal in the amount of $5,415.  Voice vote taken.  All ayes.  Motion carried.

Motion by Carrie Park, seconded by Linda Russo, to approval proposal from Sabatello Tree Care to plant care int he amount of $1,100.  Voice vote taken.  All ayes.  Motion carried.


VI. ADJOURNMENT

Motion by Carrie Park, second by Louis Sacco to adjourn the meeting at 8:30 p.m.  Voice vote taken.  All ayes.  Motion carried.



June 1 Meeting @ Schaumburg Library

The next Wellington Court HOA Meeting will be held at 7:00 p.m. on Thursday, June 1, 2017 in the Conference Room at the Schaumburg Library, located at 130 S. Roselle Road.  All homeowners are encouraged to attend.

This will be an election meeting!

III. APPROVAL OF MINUTES

Motion by Rick, second by Linda to approve the minutes of February 2, 2017 as submitted. All ayes. Motion carried.


IV. MANAGEMENT REPORT - Elizabeth Czarny

Financial Report - Elizabeth reported that as of February 28, 2017, there is a total of $357,311.71 in the business and checking accounts.

Delinquent Assessments - As of February 28, 2017 accounts are delinquent in the following amounts:

30 days delinquent: $414.70
60 days delinquent: $6,135.00
at the attorney: $4,389.87

Total delinquencies: $10,939.57

Ownership Changes:

1106 Regency Drive sold on February 20, 2017 for $182,000.00
1181 Regency Drive sold on February 24, 2017 for $176,000.00


V. NEW BUSINESS

Neighborhood Activity - There was discussion regarding a unit that was recently broken into and burglarized.  The unit owner is in the process of obtaining the police report and she will forward the information to management once she receives it.

Neighborhood Watch Program - The April meeting will feature a discussion regarding the Neighborhood Watch Program.  In anticipation of a larger number of homeowners attending the meeting, the April meeting will be held at the Schaumburg Public Library.  Elizabeth will invite a representative from the police department to attend the meeting.  This meeting will also be the Annual meeting.

Rental Restriction Amendment - Elizabeth is following up on this issue with the association's attorney regarding changing the association's declarations to limit the number of rentals in the property.

Condition of Fence at the South end of Cranbrook - There was discussion regarding a portion of the fence that is badly in need of repair at the south end of Cranbrook.  Carrie stated there is a tree on an adjoining property that has grown to the degree that it is pushing on the fence and causing damage to the fence.  Elizabeth was asked to contact the management company of the adjoining property to determine what they are willing to do in regards to remove of the tree.

Leased Parking Spaces - There was discussion regarding the current number of parking spaces that are being leased.  Elizabeth stated that one of the residents is paying a monthly fee of $40 to lease a parking space, but she has been unable to identify which resident is leasing the space.  She will follow up with Ann regarding this issue.

Clean Up of Property - There was discussion regarding the fact there are a lot of branches and debris scattered throughout the property.  Elizabeth will follow up with Sebert to see if they would be willing to do a cleanup of the property at no charge to the association as they have had to do any snow plowing.

Request for Repair to Siding - Elizabeth stated she received a request from one of the homeowners to have the siding on her unit repaired where it has come loose.  It was the decision of the board that no action will be taken on this request at this time.

Request from Homeowner for a reduction in Legal Fees - Elizabeth received a request from the unit owner who owes legal fees to the association for the association to pay one half of the amount of the legal fees.  It was the decision of the board to deny this request.

Waiver of Late Fees - Elizabeth stated that some of the residents did not increase their payments for the monthly assessment at the beginning of the new year and these accounts have incurred late fees.  It was the consensus of the board these late fees would be waived provided the unit owners brought their accounts up to date and begin paying the correct monthly assessment amount.

1134 Regency Drive / Lease Parking Space - Carrie informed Elizabeth that the first option for the residents at 1134 Regency Drive should be for them to park in their garage prior to being offered the option of leasing a parking space.

Property Tax Appeal - It was stated that tax appeals were filed for the previous three tax years and they were accepted and approved by the County.  Although the county will eventually issue the association a refund for those tax years, to date, the refund has not been issued.  Elizabeth stated she received a tax bill for 2016 that was due on March 1, 2017.  So the association would not incur a late fee, that bill has been paid and the association will file a Certificate of Error for 2016 to get a refund.  The Board concurred it was better to pay the tax bill when it was due rather than incur late fees and then file a Certificate of Error.


VI. ADJOURNMENT

Motion by Linda, second by Rick to adjourn the meeting at 7:48 p.m.  All ayes.  Motion carried.
